Although Microsoft powered Windows XP and Windows Vista have not achieved a sub 15 second boot up it seems Microsoft have set a target of achieving sub 15 seconds boot up time for their upcoming operating systems. The current versions of Windows takes nearly a minute and hence they may not be able to do it soon.
